Initiative to replace obsolete vehicles with new natural gas cars

Article (2/4) of the Traffic Law promulgated by Law No. 66 of 1973, and amended by Law No. 121 of 2008, stipulates that it is not permissible to continue licensing taxis and passenger cars that have been manufactured for twenty years.

And based on the state’s keenness to support taxi owners and assist them in replacing these cars with new cars, the Ministry of Finance (Fund to finance the purchase of some express transport vehicles), during the previous period, implemented a project to replace the old taxis (in coordination with various partners) and replace them with white taxis, With the provision of a number of advantages and facilities that motivate them to join the project, the project management was able (through three phases) to replace about 45,000 old taxis (taxis) twenty years ago.

In view of the many successes achieved by this project (economic – environmental – social – civilized) during the implementation of its previous three phases, and the desire of the political leadership to raise the citizen’s standard of living, increase his income, create new job opportunities, and the emergence of the state in a civilized appearance, in addition to activating and settling The automobile industry in Egypt and the industries that feed it, the President of the Republic directed the completion of the implementation of the project of replacing taxis and transporting passengers that were twenty years ago with new ones manufactured locally and working with natural gas, as well as replacing the angel cars that have been made twenty years ago if their owner wanted to own A new car, provided that it is manufactured locally and runs on natural gas.

Within the framework of the state’s encouragement for citizens to participate in the project of replacing the aforementioned old cars with new ones manufactured locally and running with natural gas, the President of the Republic has directed the approval of a financial incentive for the participants in the project called “green incentive”, and regarding defining its categories, Cabinet Decision No. 130) held on 10/2/2021, which are as follows: –

Owner 10% of the new car’s value, with a maximum of 22,000 pounds
The taxi is 20% of the new car’s value, with a maximum of 45,000 pounds
The microbus is 25% of the new car’s value, with a maximum of 65,000 pounds
This includes the first phase of the replacement initiative implementation in number (7) governorates, namely [Cairo – Giza – Qalyubia – Alexandria – Suez – Red Sea – Port Said], provided that the implementation will follow in the rest of the governorates of the Republic.

The objectives of the initiative
Environmental and healthy:
Reducing air pollution, as well as harmful carbon emissions and the consequent mitigation of diseases resulting from that pollution, as well as increasing road safety and security as a result of old cars being out of service that used to cause accidents.
Finance:
Raising the income level of taxi drivers and new passenger cars due to the use of a new ride tariff, in addition to the use of a vehicle that does not suffer from breakdowns as frequently as the old car, which facilitates its operation for long periods that generate a greater return for its owner, as well as a breakthrough in the substitution of local fuel (natural gas) ) Instead of imported fuel (gasoline).
Economical:
Reducing fuel subsidies, by modernizing the fleet of old cars that consume a lot of liters of fuel while operating with other cars that consume fewer liters and thus reduce the quantities of fuel, which results in the reduction of subsidies directed to this item, and there is a direct relationship between the amount of harmful emissions and the amount of the subsidy provided Health care, in addition to the fact that increasing production and sales rates in auto factories and the industries that feed them will result in an increase in the tax revenues imposed on them, in addition to the volume of natural gas production in Egypt.
Social:
Providing a lot of job opportunities for young people in the agencies implementing the project, including banks, car assembly companies, as a result of the expansion of production lines, companies feeding the car industry, maintenance centers, as well as owners and drivers of new taxis.
Tourist and civilization:
Achieving traffic flow through new cars that are not frequently exposed to many breakdowns, as is the case in old cars, and then upgrading the level of passenger transportation services and thus improving the means of transportation for individuals within the country (tourist / citizen), as well as giving a civilized appearance to the streets of cities And then it encourages an increase in the number of tourists coming to Egypt.
Industrial:
Encouraging the presence of new technologies and a new industrial activity, which is vehicle recycling, as well as increasing the operating rates of auto production plants and auto feeding companies.
